RESUMO

The selection of the most feasible strategy for implementation of landfills is a challenging step. Potential implementation options of landfills cover a wide range, from conventional construction contracts to the concessions. Montenegro, seeking to improve the efficiency of the public services while maintaining affordability, was considering privatisation as a way to reduce public spending on service provision. In this study, to determine the most feasible model for construction and operation of a regional landfill, a quantitative risk analysis was implemented with four steps: (i) development of a global risk matrix; (ii) assignment of qualitative probabilities of occurrences and magnitude of impacts; (iii) determination of the risks to be mitigated, monitored, controlled or ignored; (iv) reduction of the main risk elements; and (v) incorporation of quantitative estimates of probability of occurrence and expected impact for each risk element in the reduced risk matrix. The evaluated scenarios were: (i) construction and operation of the regional landfill by the public sector; (ii) construction and operation of the landfill by private sector and transfer of the ownership to the public sector after a pre-defined period; and (iii) operation of the landfill by the private sector, without ownership. The quantitative risk assessment concluded that introduction of a public private partnership is not the most feasible option, unlike the common belief in several public institutions in developing countries. A management contract for the first years of operation was advised to be implemented, after which, a long term operating contract may follow.

This study presents the options for source-segregation and selective collection of recyclable waste fractions for Cetinje, Montenegro, with the aim of meeting the European Union 50% waste recycling target in 2023, and extending collection and disposal system that builds on the existing strengths of the city. To this end, three options were considered: (1) source separation and separate collection of dry recyclable materials and central sorting of residual waste; (2) source separation and collection of co-mingled dry recyclable materials, and central sorting in a clean material recovery facility of comingled recyclables and central sorting of residual waste; (3) collection of mixed waste (current situation) and subsequent central sorting. Scenarios 1 and 2 were found to meet the European Union 50% recycling target in 2023, provided that a fast implementation of the new separate collection schemes to fine sort the co-mingled collected recyclable materials is available. Finally, a financial evaluation was made for the options and the investment and operational costs over a 20-year period were estimated. Unit costs for Scenario 3 were found to be lower than for Scenario 1 and 2. As Scenario 3 will not meet the future European Union recycling targets, Scenario 2 has been pointed as the most feasible scenario for Cetinje, with reference to the expected lower total costs compared with Scenario 1.

In the present study, several water recovery and end-of-pipe wastewater treatment alternatives were evaluated towards the evaluation of Best Available Techniques (BATs) for the management of wastewaters from a denim textile mill in accordance with the European Union's Integrated Pollution Prevention and Control (IPPC) Directive. For this purpose, an assessment that translates the key environmental aspects into a quantitative measure of environmental performance and also financial analysis was performed for each of the alternatives. The alternatives considered for water recovery from dyeing wastewaters were nanofiltration (NF) with coagulation and/or microfiltration (MF) pre-treatment, ozonation or peroxone and Fenton oxidation. On the other hand, for the end-of-pipe treatment of the mill's mixed wastewater, ozonation, Fenton oxidation, membrane bioreactor (MBR) and activated sludge (AS) process followed by membrane filtration technologies were evaluated. The results have indicated that membrane filtration process with the least environmental impacts is the BAT for water recovery. On the other side, MBR technology has appeared as the BAT for the end-of-pipe treatment of the mill's mixed wastewater. A technical and financial comparison of these two BAT alternatives revealed that water recovery via membrane filtration from dyeing wastewaters is selected as the BAT for the water and wastewater management in the mill.

The European Union (EU) Bathing Water Directive (2006/7/EC) sets out standards for designated bathing waters which should be complied with by all Member States. Turkey, being a candidate country to the EU, requires heavy-cost investments in achieving approximation with the EU Environmental Acquis. This paper provides a description of the technical measures and investment and operational cost assessment related to the implementation of the Bathing Water Directive in Turkey. Bathing waters are defined as "all running or still freshwaters or parts thereof and seawater, in which bathing is explicitly authorized by the competent authorities, or bathing is not prohibited and is traditionally practiced by a large number of bathers". Since there is no complete registration of bathing waters in Turkey, this study has targeted all coastal agglomerations and designated these as in proximity to "highly-touristic" and "other" agglomerations including the agglomerations in the proximity of six lakes that are popularly used as bathing waters. For each of these agglomerations an assessment of the existing infrastructure has been made. In defining the infrastructural need, two scenarios have been developed. According to Scenario 1, only highly-touristic and touristic places are to receive investment. The suggested further treatment was "disinfection+sea outfall" and "sea-outfall", for highly-touristic and touristic agglomerations, respectively. In Scenario 2, other coastal agglomerations and all freshwater lakes were also included and disinfection has been proposed for these settlements. It appears that the total investment is at around 12.6 million Euros for Scenario 1 and increases to 21.8 million Euros for Scenario 2; whereas the annual operational and maintenance costs are about 0.5 and 0.8 million Euros for Scenarios 1 and 2, respectively.
